You'll find all the menus under the config/ directory.  Unless you've
changed something, by default you should have menus in the header and
footer.  Check the perms on the config/ directory to make sure it's
readable by the httpd user and/or group.

There are different classes of menus depending upon if you're an
admin, a user, or a visitor:

main_menu.inc (visitor)
main_menu_user.inc (user)
main_menu_admin.inc (admin)

etc...
