[wikka-community] Odd "Forbidden" error

I bet this could be mod_security again.

See mod_security on http://wikkawiki.org/WikkaStrangeBugs and try the
tips to disable it.

You could also try to edit SandBox, add an SQL delete command there
and submit it. If that lead to 403 Forbidden, then it's mod_security
for sure.
