if you are on apache2 you will probably have an /etc/apache2/ 
sysconfig.d/loadmodule.conf file automatically generated from /etc/ 
sysconfig/apache2.

You should open /etc/sysconfig/apache2, look for APACHE_MODULES and  
see if rewrite is in the list of default modules, if not add it to the  
list and restart Apache.
