[wikka-community] 1.1.6.5 with IIS ? every page is "under construction"

No joy yet.
I tried rewrite_mode both ways, have left it at 0.
Perhaps I'm not getting the mapping right between base_url and the
URL I use in browser to make my request.
I'm getting 404/page not found's and some 'page cannot be displayed's.
I have 'base_url' => 'http://localhost/wiki/wikka.php?wakka=',
and am attempting to browse http://localhost/wiki/HomePage
I get "under construction" if I browse
http://localhost/?wakka=HomePage .
BTW, I can browse http://localhost/wiki/ and see the various files
& dirs from the wikka distribution .
If I browse http://localhost/wiki/?wakka=HomePage , I get the same
"various files & dirs from wikka distribution".
If when looking at this display , I click on wikka.php, then I get
"page cannot be displayed"/"Cannot find server or DNS Error"
