[wikka-community] Enhanced license action

I committed to trunk in [1019] an overhauled version I wrote a few  
weeks ago of the license action. It includes several output options,  
rel="license" microformat support and a bunch of new licenses. You can  
download it via a SVN checkout, the forthcoming nightly built or by  
downloading and adding to your trunk action folder these files: http://tinyurl.com/2jcosa
