[wikka-community] IsWikiName and national characters

OK, so I know the answer already. The Wakka class is full of comments
"don't do this, use IsWikiName instead". The function is hardly used
:(. Why did someone leave the comments and not just update the code?
Is it harder than it looks?

Is there a place where all core functions are documented or must I
always browse the code?
