[wikka-community] RodMcFarland's Wikka mods

I don't know if you guys are already familiar with this long list of  
hacks, but I think we should go through it and see if there's  
anything interesting as a candidate for inclusion in the engine. Rod  
has been hacking Wikka since 2005 and he says he'd be happy to share  
his mods with the Wikka community (BTW if he reads this he may want  
to pop by at #wikka on IRC to say hello ;)

A few highlights:

- MagpieRSS replacing Onyx (interesting although we agreed we would  
finally move to SimplePie)
- some antispam measures
- many improvements to {{files}}
- auto-TOC generation
- googlemap support
- ACL group support
